နော်ဝေဘုရင့်နိုင်ငံတော်အစိုးရနှင့် ပြည်ထောင်စုသမ္မတမြန်မာနိုင်ငံတော်အစိုးရတို့ကြား ၂၀၁၄ ခုနှစ်၊ ဒီဇင်ဘာလ (၁) ရက်နေ့တွင် လက်မှတ်ရေးထိုးခဲ့သော နားလည်မှုစာချွန်လွှာအရ နော်ဝေနိုင်ငံ၊ နိုင်ငံခြားရေးဝန်ကြီးဌာနနှင့် မြန်မာနိုင်ငံ၊ သယံဇာတနှင့် သဘာဝပတ်ဝန်းကျင်ထိန်း သိမ်းရေးဝန်ကြီးဌာနတို့အကြား သဘာဝပတ်ဝန်းကျင် ထိန်းသိမ်းရေးနှင့်ဖွံ့ဖြိုးတိုးတက်မှုဆိုင်ရာ ပူးပေါင်းဆောင်ရွက်ရေး သဘောတူညီချက်တစ်ရပ်ကို ၂၀၁၅ ခုနှစ်၊ အောက်တိုဘာလ (၁၅) ရက် တွင် လက်မှတ်ရေးထိုး ခဲ့ကြပါသည်။ အဆိုပါသဘောတူညီချက်အရ စီမံကိန်း (၃) ခု ဆောင်ရွက် လျက်ရှိပြီး ၎င်းတို့အနက်မှ ရေသယံဇာတအရင်းအမြစ်များ ဘက်စုံစီမံအုပ်ချုပ်ခြင်း(IWRM) -စွမ်းဆောင်ရည်မြှင့်တင်ခြင်းနှင့် သင်တန်းပေးခြင်း စီမံကိန်းကို သစ်တောဦးစီးဌာနနှင့် နော်ဝေ နိုင်ငံရေသုတေသနဌာန (NIVA) တို့ပူးပေါင်းဆောင်ရွက်လျက် ရှိပါသည်။ ၎င်းစီမံကိန်းကို နိုင်ငံအဆင့် ကုန်းတွင်းရေသယံဇာတအရင်းအမြစ်များ ဘက်စုံစီမံအုပ်ချုပ်သည့်စနစ်တစ်ခု ပေါ်ထွန်းလာစေခြင်း၊ အမျိုးသားအဆင့် ရေဆိုင်ရာအခြေခံမူဘောင်လမ်းညွှန်နှင့်အညီ ရေသယံ ဇာတအရင်းအမြစ်များအား စီမံအုပ်ချုပ်ခြင်း စသည့်ရည်ရွယ်ချက်များဖြင့် ဆောင်ရွက်ခြင်း ဖြစ်ပါသည်။ ဤစီမံကိန်းတွင် အောက်ပါစီမံကိန်းရလဒ် (၇) ခုအားမျှော်မှန်း၍ အကောင်အထည် ဖော် ဆောင်ရွက်လျက်ရှိပါသည်-

(က) စီမံကိန်းမျှော်မှန်းရလဒ် ၁ - ကျွမ်းကျင်သောဝန်ထမ်းများရရှိလာစေရန် ရေသယံ ဇာတအရင်းအမြစ်များ ဘက်စုံစီမံအုပ်ချုပ်ခြင်းနည်းလမ်းများဆိုင်ရာသင်တန်း ဖွင့်လှစ်ပို့ချခြင်း၊

(ခ) စီမံကိန်းမျှော်မှန်းရလဒ် ၂ - ရေအရည်အသွေးဆိုင်ရာ စံချိန်စံညွှန်းများ သတ်မှတ် ဆောင်ရွက်ခြင်း၊

(ဂ) စီမံကိန်းမျှော်မှန်းရလဒ် ၃ - ရေဓါတ်ခွဲခန်းတည်ထောင်ခြင်း၊

(ဃ) စီမံကိန်းမျှော်မှန်းရလဒ် ၄ - ရှေ့ပြေးစီမံကိန်း (၁) စစ်တောင်းမြစ်ဝှမ်းမြစ်ဝှမ်း ဒေသ စီမံအုပ်ချုပ်ခန့်ခွဲခြင်းဆိုင်ရာ နည်းလမ်းများအား မိတ်ဆက်ခြင်း၊

(င) စီမံကိန်းမျှော်မှန်းရလဒ် ၅ - ရှေ့ပြေးစီမံကိန်း (၂) ပဲခူးမြစ်ကြောင်းစနစ်တွင် ရေစီမံအုပ်ချုပ်ခြင်းဆိုင်ရာ လုပ်ငန်းတာဝန်များ ဆောင် ရွက်လာစေခြင်း၊

(စ) စီမံကိန်းမျှော်မှန်းရလဒ် ၆ - ရှေ့ပြေးစီမံကိန်း(၃) အင်းလေးကန်အတွင်း ရေအရည်အသွေးနှင့်ပတ်သက်၍ စောင့်ကြည့်လေ့လာခြင်း၊

(ဆ) စီမံကိန်းမျှော်မှန်းရလဒ် ၇ - ရေအရည်အသွေးစိစစ်ခြင်း နှင့် စီမံအုပ်ချုပ်မှု အတွက် ကိန်းဂဏန်းအချက်အလက်များ စုစည်းတည်ထောင် ခြင်း။ စီမံကိန်းဆိုင်ရာ အသေးစိတ်အချက်အလက်များ သိရှိလိုပါက အောက်ပါဝက်ဆိုဒ်တွင် လေ့လာနိုင်ပါသည်-

       According to the Memorandum of Understanding (MoU) dated on 1^st December 2014 between the Government of the Kingdom of Norway and the Government of the Republic of the Union of Myanmar, the Ministry of Foreign Affairs in Norway and the Ministry of Natural Resources and Environmental Conservation (Formerly called the Ministry of Environment Conservation and Forestry) in Myanmar have signed an agreement dated on 15^th October 2015. The Programme includes three projects in which “Integrated Water Resources Management (IWRM) - Institutional building and training” has been in progress of implementation by the Forest Department in collaboration with NIVA- Norwegian Institute for Water Research. The objectives of this projects are-

(1) An Integrated Water Resources Management system implemented for inland waters at the national level

(2) Management of Water Resources in line with National Water Framework Directive

The expected outputs of this project are:

Output 1: Training in Integrated Water Resources Management (IWRM) and IWRM tools held, resulting in competent staff

Output 2: Water Quality Criteria established

Output 3: Water Quality Laboratory established

Output 4: Pilot Case study 1 in Sittaung River Basin - Introduction of the River Basin Management Administration Approach completed

Output 5: Pilot Case study 2 in Bago River Basin - Performing water management work tasks in a river system completed

Output 6: Pilot Case study 3 Monitoring programme for Inlay Lake completed

Output 7: Database for monitoring and water management established
